Zhu Guangyu believes that on the supply side, due to the impact of the Ukraine crisis, the United States introduced more severe sanctions against Russia, affecting Russia's rough diamond exports.

In early April, the U.S. added Russian rough diamond company, Eloisa, to its list of Specially Designated Nationals and Prohibited Persons (SDN). According to U.S. government regulations, any institution or individual who has financial dealings with those on the SDN list may also be subject to U.S. government sanctions.

Zhu further explained that since Russia supplies a large proportion of rough diamonds in the market, other suppliers may not be able to fill the gap quickly, which is an important reason for the scarcity of small rough diamonds in the secondary market.
